Rayman Legends will almost certainly not be an exclusive. An interview with the engine architect heavily implied it. I can see it being a timed exclusive, but that’s it. They simply weren’t talking about other versions at E3, probably due to an agreement with Nintendo in exchange for getting to show off the Wii U before Nintendo’s conference and general exposure. Hell, they even made a terribly botched 3DS version of Origins. I wouldn’t be surprised if they tried shoehorning it onto the iPad eventually.
While the Steam page doesn’t mention GFWL that version will also have it. I asked one of the game’s producers and he confirmed it. I think the guys made this podcast before my article went up.
I got Chamber of Secrets for Christmas the year it came out… 2002 or so? I played the Gamecube version. Supposedly it was a gimped port of the PS2 version, losing several areas of gameplay in transition and having others locked behind a kind of paywall (insofar as the Gringotts content required a system link to the gameboy advance version to unlock). The dueling was unsatisfying, the magic was limited.
Still a damn fun experience though. It showed there is a lot of potential for games built around the Harry Potter series, especially those willing to deviate from what the books. They could make such a cool MMOG around it.

You cannot trust Steam pages about DRM. Hell, even recently Street Fighter X Tekken did not list GFWL.
